Smart presidents

If people say a certain president is smarter than another, how come we don't give them IQ test so we can all find out for sure?

How can the president be the most qualified in the country when he can never solve any problems?

He can't solve his own problems

Why do people think a new president can solve all of our problems when he can't even solve his own?
